To become a full Member and get all the benefits (4 Chars in Guild and Lottery etc) you got to

1. Be Member of our Forum
2. Have a Date of Birth in your Profile
3. Post your Char- Names in the Who is Who Forum or write down your chars in the Character Sheet on your Profile
4. Note your Timezone or Country in your Profile
